FLOWERS CAN BE PASSED DURING THE CHARLESTON (Article 40)

Commentary:  The only tile that cannot be passed during the Charleston is a joker. In other words, players can pass any symbol tile including Flowers.  The previous edition of Mah Jongg Made Easy called this out but it’s been omitted.

Question from a player:  Can a Flower be passed in the Charleston? 
 
Answer from the NMJL:   “Flowers may be passed during the Charleston.”
